Like in our jobs the actual reason we all have to take sexual harassment training is so that legal can say any incidents are considered isolated and not a part of the company culture, because employees would be acting in direct violation with how they are told to act. Had this been run with petty cash and if Harbaugh had a yearly training reminder thing that said, "remember this is how we steal signs and if you don't do it this way you may be breaking the rules", he'd be fine.
