Its better than giving a guy a multi-year deal after only seeing him in your system for 8 games.

I'm not understanding your assertion here

An "exclusive" franchise player must be offered a one-year contract for an amount no less than the average of the top five salaries at the player's position as of a date in April of the current year in which the tag will apply, or 120 percent of the player's previous year's salary, whichever is greater.

Here's the top 5 salaries that would be used to compute that number, including Eric Berry's deal

If you want to pay HaHa Top 5 Safety money, knock yerself out. But given the large number of Safeties languishing on the open market this season, it seems you are confusing the idea that Safeties are cheap with the idea that the Franchise Tag for safeties is cheap. It isn't

We don't have any other logical candidates for the franchise tag, so I have no problem tagging HHCD

Well you might have a problem if he is giving low effort in an attempt to avoid injury. I would rather not use the tag unless absolutely necessary.

Whats cheaper, a one year $12 mil tag or a multi-year $40 contract?

$22.4 mil.  And almost anyone of consequence is already under contract for next season.  The only that aren't are Shawn Lauvao (who needs to be replaced) and Preston Smith (who needs to be replaced).

Also, if you're going to franchise tag him, don't do the exclusive. If he walks, he walks.
