The concept "unlikely ally" had me confused because no one had that alignment. Counselor claimed friendly other (government) and people just passed it off as him being an unlikely ally. Having the alignment actually be "unlikely ally" to me means if you aren't Westen or Unlikely Ally, you are scum. Therefore, I will continue voting Counselor till he is gone.
