No, he managed to squeeze 13 wins a year out of teams that had the point differential of ~10 win teams. He and Nathaniel Hackett have gotten three of the best years of Aaron Rodgers' career out of him consecutively. They have a ridiculous record in one score games and he deserves a lot of credit for that.

Even without Rodgers, you will see him pivot to more of a run focused team and they will still punch above their weight class.

Under Rodgers, prior to LaFleur, Green Bay had won 13+ games one time. In the Packers history theyve done it 8 times. 3/8 done by MLF.

There are probably a handful of teams who have never done it.

The Packers had two losing seasons prior to MLF. 

It's hilarious that people try to use Rodgers to discredit that, as if he hasnt engineered the 2nd, 3rd and 4th best seasons with Rodgers.
