Rules are slanted to the offense. Can't hit the QB low. Can't hit then in the head with your arm. Can't land on them. Can't spin them down. If it's less, they are fair game They do have wording in the actual rule allowing for grace if it's "not obvious" the player is going OOB. And quite frankly the refs do a really excellent job making that distinction. Botched late hit OOB calls aren't that common. This latest example is a textbook case of getting it correct.
