It's not them being absolute miserable in the draft for 2 decades. Defense has been bottom third of the league for 2 decades. Carr is one of the draft picks they got right. Obviously there are a lot of other factors as well but Carr's inconsistency has basically ensured that the team wasn't bad enough to land a stud at the top of the draft but not good enough to make the playoffs.
