CBS Sports' Jason La Canfora reports the Rams are "working actively" to re-sign free agent Sammy Watkins.
Watkins is reportedly "open to staying." La Canfora mentions Watkins possibly settling for a "bridge" contract, likely on a one- or two-year deal to continue to rebuild other teams' confidence in his ability to stay healthy and effective. Watkins' "market" to this point has been pretty quiet. Most teams likely view him as a fallback plan to fellow free agent Allen Robinson. Mar 11 - 5:11 PM

To paraphrase Leming, if JLC says Watkins is staying, hes leaving the rams for sure.

Check this out. Says that you can negotiate when the contracts expire at 4PM NY Time. No idea if that's actually when it can happen. 

Gg, its just in how you are reading it.  It says that teams can negotiate with players whose contract expires at 4 pm ny time on March 14th, but that contracts can not be executed until after 4pm mar 14
