Roquan Smith is the same story. Same as TJ Hockenson and every guard or center that’s ever busted or hit in the top half. The only teams who pay out those second contracts to those positions are the ones that don’t have anybody else to pay. Also, the Cowboys absolutely did not intend Parsons to be an OBLB. Campbell played off ball for roughly 60% of the snaps under Dan Campbell and 40% at EDGE. Parsons was always meant as a hybrid pass rusher, and now he’s almost exclusively a pass rusher. But those players don't come around very often. The problem is that barring a handful of exceptions, most LB/S tweeners are in the "covers like a linebacker, tackles like a safety" mold. If you draft a guy like Isaiah Simmons at that premium, if your DC doesn't have a specific plan to highlight what he does well and minimize what he does poorly, then that's just a bad process and a waste of resources.
