According to the rules, it wouldn't appear so. As trading cannot put either team over the cap. During FA/Draft it sounds like you've got a grace period but FA and Waivers are completely different cards and according to waiver rules you've got to have the funds available to claim the player. Salary Cap Compliance No team is allowed to make a normal salary cap move that will put their team over the cap, it’s a hard limit. If a transaction (FA/Draft) puts a team over the cap, they have very short grace period (24 hours) to cut a salary or the transaction is considered invalid.
