They often don't call defensive holding because it looks like the receiver and defender might be blocking each other. DPI doesn't apply if the receiver is behind the LOS. Takes away any chance they'd short kick (unlikely). It's a move our D would have made in 2015 or last year. Kinda refreshing to be the beneficiary of a boneheaded play there.
