He could frame one night and any night after that person would come up scum aligned if they were investigated. We never really got to see the practical application of it though because Dingo died very early in that game. I think it would neuter the ability far too much to require framing them and be investigated on the same night. But that's just a theory. I also don't know what the likelihood is that swag would target touch with that particular ability. I'm not going to discount that swag wasn't the framer, but he certainly may not have been.
