Because 1) Jennings sucks and 2) you can get a 4th (or 3rd) PG on a rookie or vet min scale. Jennings is unplayable and we're paying him over $2 million.

Not when you're pressed against a hard cap and you're paying that money to a below replacement level player.

We can get Brandon's "production" for a quarter of the price or even from a 2 way player. The deal makes no sense regardless.
