The picks would both be tradable but the PFA ones only during the draft to make it more exciting. Example: a player you want has dropped so you agree to trade one of your PFA slots to trade back into the end of the last round to take them. Some teams may not want all their PFA slots if they are near the roster so could trade them to move up earlier in the draft to teams that have only a few picks.

Rodgers isn't the reason he hasn't won more.  Outdated systems and lack of offensive talent around him.  

By your account, Flacco has two seasons where he was pretty legit and had been awful for four years when they drafted Lamar.  Rodgers is a first ballot HOFer who is still playing at a very high level.

Excuses excuses. 
I wouldn't say he was awful so much as injuries killed his career, the torn ACL and back injury did more damage to him than his play and the ravens ability to find a good offensive coordinator/add talent to the offense.

Rodgers is 36 going on 37 after this season and has a pretty big history of injuries, say what you want about the pick it's worked out for the packers in the past and yes it doesn't help the packers now but when Rodgers is done in 2-3 years/gets injured well congrats you have your guy.
