There is no solution as long as being worse means higher draft pick. They'd have to completely get rid of the format for true change to occur. Quote Under a new policy, teams are prohibited from resting healthy players for any high-profile, nationally televised game. Violators will be dinged with a $100,000 fine. In addition, teams are now forbidden to rest “multiple healthy players” in the same game, or rest healthy players on the road. When players do rest, they must be “visible and available to interact with fans.” No idea how they police this consistently. What's the formula for determining a high profile player? The worst teams have smaller odds of getting the best players. And with 3 teams having an equal percentage at the top pick, the end of the season is going to have more teams trying to lose as they don't have to have the worst record, just in the bottom 3.
