Beyond this rule change, another passed as well.

Under a new policy, teams are prohibited from resting healthy players for any high-profile, nationally televised game. Violators will be dinged with a $100,000 fine. In addition, teams are now forbidden to rest “multiple healthy players” in the same game, or rest healthy players on the road. When players do rest, they must be “visible and available to interact with fans.”

No idea how they police this consistently. What's the formula for determining a high profile player? Have to think the NBPA will take issue with this as soon as they're able.

Seriously, what's to stop teams from just adding the players to the injury report. 

Cavs want to rest Lebron. Add his to the injury report with a sore back....

Very much this.  You're not going to de-incentivize tanking as long as we're in a star-driven league.  This isn't the NFL where you need a full team around a player, this is a league where one player makes all the difference.

The worst teams have smaller odds of getting the best players.  And with 3 teams having an equal percentage at the top pick, the end of the season is going to have more teams trying to lose as they don't have to have the worst record, just in the bottom 3.  The last 15-20 games of the season is going to look like a 3 stooges episode for the bottom 6-8 teams.
