Covid 19 rule adjustment... I was unaware too at first:

Along with increasing the practice squad size to 16 due to the pandemic, the NFL and NFLPA will allow teams to sign up to six players with more than two accrued season.

Players like McCown are exactly what a lot of the league is using it for. Chiefs have Matt Moore on the PS. Titans have Siemian. Hodges for Pittsburgh. Bortles for the Broncos. Good veteran insurance if suddenly the whole QB room gets hit with Covid.

Is this for only this year or as long as the virus is around without a vaccine?

I THINK it's this year, but I'm not sure.

This being said - I could see both players and owners liking it enough to ratify it as permanent in the next CBA negotiations. It's nearly 200 new spots leaguewide for fringe roster guys with experience. It might not count towards vested years in the league or count towards pension or health care, there's a clear difference in salaries between those six PS vets and the other 53 guys on the roster - but it's a paycheck and a grip on another chance.
