Whatever site you're using for CB ratings, you probably need to stop. And your post is also inaccurate. He didn't go on IR in 2020, that'd have been in 2019. In 2018 he was inconsistent, but more good than bad. Was off to a good 2019 before getting hurt and missing most of the year. Was a borderline top 10 corner for us this past season. Its fair to say he was better in 2020 than he was in 2017-2019 Choosing to pay Gilmore over Butler is one of the best GM moves in the last 20 years.
