Yup If Bears sign 3 FAs but lose 3 FAs but the contract values of arrivals are less than the departures then pretty sure they are still compensated. Net FAs signed/lost do account do count towards the comp pick formula. If you sign 4 small FAs and lose one significant FA, you won't get a comp pick.
