Baker's only real power in this scenario is to say out loud what he wants. He doesn't have any protections written into his contract, so his statements mean he is more likely to resign with the Colts than elsewhere. If that matters. It also decreases his trade value which hurts the Browns and helps whatever team he goes to.

Its in the Browns interest to make Baker happy in his destination. He can sign an extension and be worth more to the new team.  If he is unhappy then he could do 5th year and a tag or two and then that team is out a QB that they want.

They don't have to turn the process over to him (which happened with Watson)
