If they don't want to pay Tua, I'm sure there's quite a few suitors that will. Would imagine about the same as a 39 y/o QB who you only have 2 years max with, that's why I think it works out. Tua there's risk but the reward is 10+ years on your squad if he stays healthy. Concerning Miami...do they, or could they, have the money to carry Rodgers and Tua for a year? I could see where it could benefit Miami and Tua if he were to take a year off and fully recover.
