As to the former, I would need more information such as whether Kimmel ever had any previous ties to Epstein. If not, the strongest implication is probably not that Kimmel "was on the list" but that he would have an alternative reason for not wanting it released...i.e. maybe his connections with some of the people suspected to be on the list.
