Taking less than market value at 30 million a year would seem sufficient, but it depends on your lifestyle. It's about what he wants to prioritize. We could go on all day about this...Justin Herbert has only played in 1 playoff game in 4 years (and doesn't look like he'll play in another one for at least a year or 2), so I guess he should have taken a discount on his extension.
