It does a bit. It points to their talent level. If you have 5 top 34 picks as receiving targets and none of them are producing, odds are it’s the one common denominator. Likely didn't help that he had to play next to Hudson, but he definitely struggled himself. Watson was brought here and paid to elevate everything. If stuff around you isn't good, you'll still be good. Just because other guys suck, it doesn't mean that Watson sucking isn't the biggest factor in the team sucking. So mocking posts about Watson being blamed is silly because he should have a large amount of the blame for the failures of the offense the last 2+ years. Is he actually the 24th best QB and not 32nd?
