Oline hasn't been as strong. Penn's age and holdout slowed him down. You could make the argument under Musgrave, it could be the same result. Teams don't often dominate year over year. There are always differences season to season. I don’t think teams “dominate” but good teams like the Seahawks, Patriots, Steelers, Packers are competitive year in and out (injuries permitting) many here believed that the Raiders could make the jump to competitive and this year has been a letdown. Of course if the team does finish 10-6 (unlikely) that would be considered a win but this team for half the season has been pretty uninspired. Maybe we'll get to see him on the field for Buf and see something though it will mean little in respect to what the Raiders would have done with him.
