WWE very recently was rumored to have been buying ROH The people that own ROH, bought the Tennis Channel. Said they were turning it into a sports channel. They own other networks and channels too. I think theyre the ones that bought WGN, though I could be wrong on that one. They have the media outlets, they have the money. They just arnt investing in ROH enough to bring competition to WWE.
