My guess is that he was actually stationary when contact happened. He lowered the shoulder but he wasn't moving forward. The force came because of the WR moving. So while contact was forcible, HE did not make forcible contact, if that makes sense.

It does. 

So does that mean, if a WR is running a route towards you, and you stay where you're at, you can lay him out using his momentum as the catch happens?

I don't know like I said it was just a guess. But I could imagine a situation where the DB is just standing there and then a receiver in catching the ball the helmets collide. I would guess that is kind of what they are viewing this situation as being similar to. I think it comes down to whether the defender initiated the contact or kind of absorbed it.
