So I wasn't sure so I looked up why they couldn't just put him on IR. I guess in order to go right to IR you have to make it to the 53-man roster and then get put on IR. The Dolphins didn't feel like waiting a week I guess so they just waived him as injured. If he'd made it through the waivers then they could've put him on IR.
