There is an Elf creature on the battlefield. It has “Each night, this creature's controller chooses a player. That player's vote will carry a weight of 2 for the following day phase”

There is a Zombie creature on the battlefield. It has “Each night, this creature's controller chooses a player. That player will begin the next day with (+1) votes”

Clearly not. The elf is giving a player an extra vote essentially, while the zombie is putting a vote on someone.
In essence, the elf is much more valuable since it can (probably) move from vote to vote. So whoever the Elf is controlled by has a permanent extra vote (at least for the day).
While the zombie has to select one player before a day phase to begin with a vote on them. Kinda useless really.
