Baka. Clearly not. The elf is giving a player an extra vote essentially, while the zombie is putting a vote on someone. In essence, the elf is much more valuable since it can (probably) move from vote to vote. So whoever the Elf is controlled by has a permanent extra vote (at least for the day).
