With Ruggs you had the "Tyreek Hill" style threat IF he put it all together. I think it was you that said at one point Ruggs wasn't just a track star. He was a receiver that had track speed and that ultimately was what the Raiders coveted. Which is 100% understandable in my book. Maybe Edwards could develop into the high volume receiver with Ruggs, Waller and Renfrow spreading defences out was the though process.
