If we are talking about a guy who has proven his ability downfield and the defense has to respect that threat, then yes. But he's a rookie. The unit or there scheme is just not good enough. The TE are non existent and Meyers is the only WR doing anything. The money spent on the TEs is just mind blowing compared what you are getting.
