There is something that seems to be left out of the calculations when getting the actual RAS score. Chase Lucas (only because it was still left open) has a 8.89 RAS score. When I average all of the athletic stuff (leaving out the size) it comes in at 8.34. When you factor in his size, the average comes out to be 7.17. I consider PFF a summarization/standardization of "production". It's through one lense but it's based on an overall series of standardized metrics. RAS is its own thing. He factors in size but I don't know if he REALLY factors in size. A 5'7, 160 lb WR running 4.39 is athletic and impressive. Calvin Johnson running 4.39 is superhuman. I believe the RAS is based off of the top score for a particular position (giving it a score of 10) and then downgrading against that score.
