It should.  But Ohio State has been consistently either #1 or #2 in the rankings.  Texas has 1 loss to what is likely a top 10 Oklahoma team, while Ohio State will have 1 loss to what is going to likely be the #2 ranked team.  In terms of "best" losses, Ohio State has Texas beat.  Texas has the best win with their win over Alabama.  The problem is outside of Alabama, their only quality win is Kansas State and Kansas.  Both are fringe top-25 teams.  Ohio State has wins over Penn State (likely top 10) and Notre Dame (probably top 15).  This feels like one of those "eye test" where Ohio State gets the nod over Texas.  Since their loss to Oklahoma, the Longhorns' margin of victory has been 10.4 PPG before the Texas Tech game.  Ohio State has been 24 PPG over that same time period.

If Texas wins the conference they will add a quality win against Oklahoma State.

Are we actually sure Oklahoma State is a good team?  Their margin of victory in Big 12 games has been 10.4 PPG.  Compare that to Texas (20 PPG), Oklahoma (17 PPG), Iowa State (15 PPG), and Kansas State (25 PPG).  Props to Oklahoma State for winning the games that got them to the championship.  They're going to get smoked against Texas.

Are we actually sure Ohio State's best wins, Penn State and Notre Dame are good teams? Penn State's only win of note is Iowa, who's best win is...Wisconsin? Wisconsin's best win is...Rutgers? Notre Dame's best win is...Duke? Duke's best win is...Clemson? I mean, none of these opponents for OSU or UT are world beaters so I would put a Big 12 Champion 1-loss Texas team with a win over Alabama over a 1-loss, non-conference champion Ohio State with a win over Penn State in the 4 team format. Next season, none of it will matter, they'd all be in.
