As I remember it, this hasn't been a rule so much as a courtesy. Technically the rule does say at least 75%, so offering even .25 less than that per year would be against the letter of the law. Most people round up any fraction no matter how small simply as a show of good faith and avoid any potential complaints. Consider it a tip to the contract committee to ensure the contract is processed promptly.

I always made people round up every time, even if it was a cent over.
