No, technically it was a point of emphasis (not rule) change that was (mostly) determined to be unenforceable. But even if you wanted to apply it here, you are adding *15 yards and Wentz is still out. Because literally no defender stops when they see a dive. Think about how many TDs would be wiped off the board? How many 3rd or 4th & 1's. *maybe. The issue is a player intentionally cheap shotting another player. In this case, Clowney hit Carson Wentz in the head on purpose. Nobody in the history of the game has dove head first in an attempt to "give themselves up", so if the refs ruled that someone who is diving head first gave themselves up, that's a god awful rule. Just watched the video of the Clowney play, y'all are crazy. Wentz slipped through a McDougald tackle and was falling forward when Clowney hit him. That's football, dude. You don't get special protections when you run as a QB. Plays like that are common for WRs and HBs.
