I don’t think KC has much less (if any significant) success, especially since before this year Watson is a big believer in targeting one player and Kelce/Hill would help in that regard. I do think you can make a case Houston would be a bit better, but it’s also not taking into account that Houston & KC’s front office are vastly different in regard to their status in the NFL.
