It could just be that Bill gave Cam his word that, for taking such a crap contract, as long as Cam was a good soldier and healthy, he would get every start. Fortunately(Unfortunately?), BB will try to win regardless of the situation. That means he's going to play the guys that give him the best change to win the games and that means starting Cam.
