The refs stop the ball from snapping the entire time. I just watched a snap where AZ substituted around 23ish seconds, huddled, broke the huddle w/ 16 seconds to line up. The ref held the snap the entire time. Carolina substitutes w/ 6 seconds left in the play clock, dude doesn't get lined up until there is literally 0 seconds on the play clock and the entire time the ref stopped the ball from being snapped. And he contained Von Miller for most of the game in his first career start at LT (a position he hasn't played since High School IIRC). Arthur Smith is on record saying he doesn't force targets to him because he'd rather win.
