Where the hell are you getting those numbers from? The Athletic reported it was an offer close to Matt Olson's and Devers wanted like $100M more than that. Olson's was around $150M IIRC so he is seeking in the range of $250 before the season. And another great year makes sense to seek a little more now. I don't see the $350M number. Do you have a source?

No, the Matt Olson type deal was the during spring training last year. 
 

From the beat writers, they said he's turned down 260 million and they're 80 million apart

That may be his position but you know any deal would be in the middle. So around $300M. And yes he is a $30-35M player and young enough to do it over 8-10 years

Certainly plausible.  He's from somewhere close to the Bay area and the Giants have never been shy about forking money over to players over 30, or with injury concerns.

Slightly above average bat?

133 wRC+ the last two seasons puts him at 24th in all of baseball in that category. Better than Nolan Arenado, Matt Olson, Corey Seager, Alex Bregman, Bo Bichette just to name a few. He also posted a 130 wRC+ in 2019. 

As far as the defense goes, he was slated to move to LF in 2023 if he stayed in Pittsburgh, where he's above average, if not good.

Not very good in center. Or right field.
