Lowering the crown of the helmet applies to everybody (In theory) but that doesnt have to be helmet to helmet contact. That's just about lowering the crown. A QB behind the LOS is protected and no forceful contact to the helmet is allowed. A player in the act of catching the ball is a defenseless player and is protected. Watching the pass rush on that TD...that component isn't even really on scheme, it's just...only having one genuine starting caliber DLineman.
