Why is the guard allowed to move his arm to signal the center to snap the ball?  Shouldn't the defense be allowed to come across the line based on that movement?

I have always thought that too.  I have noticed that a lot of Tackles seem to be moving early.  Maybe it is just a huge first step, but it seems more common now, with no call.  Just about every game too.
