The league has never taken action, and has in fact taken action on several of his near-baseless accusations against other franchises in the past. Irsay's problems don't affect the Colts the way that say, Dan Snyder's problems affected the Club. The NFL has never stripped an NFL owner. The league can babysit him, and force him to listen to a therapist or stick him in a rehab facility on lockdown and make it a national news story, but they can't do anything effective without Irsay buying in. At the end of the day, he needs to lead his own day-to-day management. And he has every resource to be able to do so on his own.
