No, no. If the fumble occurs on 4th down....clearly possession can only be determined by a coin toss.
If the offense wins, the ball goes to the 20 - first down.
If the defense wins, the ball goes to the 20 - first down - heading in the opposite direction.

Totally random. Totally fair. Good for at least two commercials while it all gets figure out :)

F that. You fumble the ball out of the endzone then you unequivocally lose possession. You should not be rewarded for poor ball security in the endzone where it is completely different than the other 100 yds of play.  It is complementary to how it works in your own endzone and how it’s a safety if you lose the ball out of bounds there.

The rule would essentially treat the play as if the ball carrier was tackled at the 20, and proceed accordingly.

Some examples:

1st down on the 35, fumbled out of EZ, next play is 1st down at the 20.

1st down on the 25, fumbled out of EZ, next play is 2nd and 5 at the 20.

1st down on the 15, fumbled out of EZ, next play is 2nd and 15 at the 20.

1st and goal on the 5, fumbled out of EZ, next play is 2nd and goal at the 20.

It's only 8:20 on the west coast but I have to imagine Staley is a dead man walking in LA. I don't think there is a planet in the galaxy where an owner would keep him as coach after that debacle. The Raiders didn't have Josh Jacobs either and the week before they scored ZERO points.

Hate this idea with a white-hot passion. They've done enough to help the offenses out over the last 3 decades. You have the 1st down portion of it right. Just rewarding a team for a bad play by giving it back to the offense. 

Say they fumble at the five and it's a loose ball, the defender can't get to it to recover it cleanly but can bat it the endzone out of bounds. 

STOP trying to turn this into the NBA after the 3-point shot. It's bad for football. In the NBA players play both ways. They have to give the defense the benefit of the doubt in some situations. BTW, the NBA is so hard to watch with the way they play basketball anymore. Just a bad, bad product, so is college basketball now. 

There is no forethought to this stupid idea.
