I think Issac Bruce gets in because he has no competition at WR that would make voters push him out again since Moss/TO just got in this year. Its almost the same situation as John Lynch and Ty Law. Both are deserving candidates but in 2019 they have Ed Reed and Champ Bailey sitting in front of them which may possibly push them out if voters dont want to go too heavy in defensive backs and sprinkle in offensive players for balance in the class.
