Hate to say this but maybe the Packers wanted to stay within the spirit of the tag without pissing teams off. You know that no team wants another to drive the price up. Maybe the Packers wanted to stay respectable with regard to that while taking a shot in the dark. Yea -I know thats the p***y answer

It was worth a shot to try and sign Fuller, but we got a little lucky that the Bears didn't string it out for the full five days and then re-sign him.  They could have held the Packers hostage if they wanted to.  Now it seems like it's a must to get someone like the honey badger inked.

This was the number one guy on my list, but I knew that Chicago has all the leverage. It was a pipe dream, but Chicago obviously wanted him. 

Have to take your chance if you like him and offering a top 4 salary is a genuine effort.

It is only fair to look at the guaranteed money when it pertains to Nelson being cut, not when GB tried to poach a player from another team for cheap guaranteed $$

People have this impression that Russ Ball is some cap guru. It's because all you ever hear is the team friendly deals he signs. What you don't hear about are all the players who slipped through our fingers because Ball was too cheap. Everyone assumed we never signed anyone because Ted had no interest. An equal if not greater reason was Russ Ball's exorbitant power. I was hopeful after the Graham signing, but this offer sheet has the league laughing at us.

AJ Buyoe ws the 5th highest paid CB last year. Do we think ghtahe's a top 5 CB?

The Bears questioned or werent certain about Fullers value - hence the Transition Tag.

So - we challenged them to pony up enough that now Fuller will be a top five highest paid CB. We had no reasonable expectation to know they would match it but they determined based on their roster/depth and availalble CAP to kick their offer higher and match. Like I said - we could have made an offer that would have kicked Fuller further up the "highest paid" ladder - maybe CHI would have relented and said: "Alright - you can have him"  -  but  - is he actually worth it? 

Also - the CAP just went down. First time in awhile.

They paid top dollar and then some, and then some more for Graham so I'm not buying that

I'm seeing that the Cap was at 167 last year and will be at 177 this year.

Could obviously be wrong, I'm just not seeing it.

The Transition Tag they had Fuller on was a 1/13. We upped it to 4/56? That doesn't seem particularly bold to me. 

If you're going to go out into Free Agency and chase down top tier guys, you better be prepared to pay real money. We just gave Graham (who isn't a top 5 TE in the league) a contract that made him the highest paid TE in the league. This wasn't an insane offer that we made.
