We've mad a lot of strange personnel decisions this year between benching Robinson, not playing Higgins a lot, this Randall thing, and Njoku not getting right back on the field ASAP. Maybe the coaching staff just feels more comfortable with our platoon of blocking TEs against Watt and Dupree, but like you said just having him play some situational snaps seems like it would be more useful than sticking Ricky Seals Jones in there.
