I guess I’m asking, how does this stop from leaving if he wanted to?  Wouldn’t he have to accept the new role/position/salary before he’s off the table?

The Dolphins can refuse him to even interviewing in Cleveland if he's still under contract with the Dolphins.  It's only for a HC job can they not refuse him even getting an interview.

Nope. Seems like Gailey is a stop-gap OC to tutor Schuplinski; similar to what they tried to do with Caldwell and O'Shea. 

 

Rumor is that O'Shea was a great WR coach but not that great of an OC-- probably the horrible run game that we had which Gailey excels in.
