You always use them before the two minute warning. Here's your possible scenarios: 2:10, run, timeout. 2:05, run, timeout. 1:59, incompletion and 2 minute warning. We get the ball with 1:59 left, 1 timeout. 2:00, run, two minute warning. 1:55ish, run, timeout. 1:50ish, incompletion. We get the ball with 1:50 left, 2 timeouts. BUT, had they run the ball or completed a pass, scenario 2 gives us the ball at 1:50 with just one timeout. It's only better to save them if you KNOW they're going to get that incomplete pass on the last play. Any other way and calling the timeout early saves you time.
