I tend to PM a person and threaten replacement if there is a lack of activity. Another option would be to mod-block after the 2nd missed move/vote. Additionally, if the scum-hit is faction instead of player, that resolves it as well. Again, no big deal. TK3's game, he can do it however he wants.
