Unfortunately he existed in the era of Ray Lewis and other high-profile MLB's so he was consistently overshadowed. They normally don’t do signing bonuses but with Leonard ($20M) they did and they used 2021 to push the signing bonus towards the front of the contract so the last year of the new deal won’t have any pro rated bonus money tied to it (with the exception of any roster bonuses or workout bonuses). Under a worse case scenario they could cut him in 2024 with $8M in dead money and save approx $12M in cap that year.
