If the defender doesn't let them then I believe they're called for a flag. I'm guessing it's easier to just run and cut in down the field and they don't get flagged for it enough to dissuade them. 2nd point: I COMPLETELY agree and almost said the same thing but I figured people would just call me a no-fun nanny.
