A five yard penalty on 3rd and 15 should never, ever, ever, ever, and I mean ever, result in an automatic first. Make them accountable to the people they affect the most. This also eliminates the feeling among fan bases that the league is out to get their team or favors the opposing team. I think it'd be fun for a few weeks then would just be stupid, but it'd make for some interesting decisions on final drives when teams are down 3 or 4 points.
